Home Secretary John Reid is expected to respond by announcing crisis measures to lock convicts in police cells in the next few days.
I have a solution that would work:
1. Kill the murderers, rapists and paedophiles
2. Send all those criminals who have been given atleast 2 years in jail to other countries. Pay the countries to take them and make sure they get less per year to take them than it costs us to house, feed and clothe them.

One of the more obvious measures they could take is to deport all foreign criminals immediately. That should free up some 10-12000 places within a month or so.
I think they should still be punished because they have committed crimes so I think they should be the first to be 'outsourced' to foreign countries like Russian labour camps.
