EU micromanaging everything

The EU seems to be meddling more and more in the affairs of member states. A few days ago they halted the building of a road. If they can interfere in road building what else can they interfere with? Well if you are Italy they can stop you from selling your gold reserves to pay off your debt.

If they can get involved in relatively minor decisions like road building and gold transactions then they will get involved in every decision that they want to. This is without the constitutional treaty even being ratified. Once it is ratified how many of these decisions will they make and how minor will the decisions be?
